Minutes:

Resolved:- That the minutes of the meeting of this Committee held on 8th April, 2010 be approved as a correct record.

Standards Committee Working Group pdf icon PDF 17 KB

Minutes:

The Committee considered the notes and action points of the meeting of the Working Group held on 8th April, 2010. The Group had been established to consider responses to the Ethical Standards Survey.

 

Discussion and a question and answer session ensued and the following issues were covered:-

 

-          progress on the action points

 

-          lack of feedback at parish council level to the response to the Ethical Standards survey

 

-          interest of the Parish Councils’ Network meeting in the work of the Standards Committee

 

-          potential for support mentors for new parish councillors

 

-          compact toolkit

 

-          potential to work more closely with parish councils

 

-          membership of the Standards Committee Working Group

 

Resolved:- (1) That the information be noted.

 

(2) That Councillor D. Bates be appointed to the Standards Committee Working Group.

 

(3) That the Working Group meet again on Thursday, 29th July, 2010 at 1.30 p.m. to consider issues now raised including:-

 

-          progress on action points

 

-          parish councils’ response to the Ethical Standards Survey

 

-          compact toolkit

 

-          working more closely with parish councils

Further to Minute No. B70 of the meting of this Committee held on 8th April, 2010, the Assistant Chief Executive, Legal and Democratic Services, presented briefly the proposed final version of the Standards Committee Annual Report.

 

Suggestions were made that the report should include reference to the balance of membership on the Committee and the annual allowance paid to independent members.

 

Minor textual amendments to independent member profiles were also proposed.

 

Resolved:- That, subject to the textual amendments now discussed, the Annual Report be finalised accordingly for submission to a future Council Meeting.

Review of Complaints Received Against Members pdf icon PDF 35 KB

Minutes:

The Assistant Chief Executive, Legal and Democratic Services, presented the submitted report summarising the complaints made against members of the Borough Council and Town and Parish Councils within the Borough since April, 2009.

 

At the time of the report 43 complaints had been received and assessed by Assessment Panels of the Committee. Of those, 5 related to members of the Borough Council, and 38 related to members of Town and Parish Councils as follows:-

 

Maltby                                19

Anston                               11

Wales                                   6

Bramley                                2

 

The report set out the breakdown of complainants, outcome of the allegations and paragraphs of the Code to which the allegations referred, timeliness of decisions, cases referred to the monitoring officer other than for investigation and further action in respect of Maltby Town Council.

 

Resolved:- That the information be noted.

Exclusion of the Press and Public

The following item is likely to be considered in the absence of the press and public as being exempt under Paragraph 7(a) of Part 1 of Schedule 12A to the Local Government Act 1972 (information subject to an obligation of confidentiality)

Minutes:

Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 7(a) of Part I of Schedule 12A to the Local Government Act 1972 (information which is subject to an obligation of confidentiality).

Maltby Town Council - MESH Report

Minutes:

Further to Minute No. B73 of the meeting of this Committee held on 8th April, 2010, the Assistant Chief Executive, Legal and Democratic Services presented the submitted final version of the MESH report relating to the work at Maltby Town Council.

 

The amendments made to the draft version were outlined and the Committee was informed of an outstanding issue and representation on such from a paralegal.

 

Potential for recovering costs of the mediation was discussed.

 

Resolved:- (1) That the report be published as submitted.

 

(2) That the paralegal be informed of the reasons for publication.

 

(3) That the Assistant Chief Executive, Legal and Democratic Services, explore the possibility of recovering costs of this nature in this case and the future.
