Minutes:

The minutes of the previous meeting of the Cabinet Member for Safeguarding Children and Adults held on 26th March, 2012, were considered. 

 

Resolved: - That the minutes of the previous meeting be agreed as a correct record for signature by the Chairman.

Exclusion of the Press and Public.

The following items are likely to be considered in the absence of the press and the public as being exempt under Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006) (information relating to the financial or business affairs of any particular individual (including the Council)).

Proposal to Extend Contracts to delivery service priorities around Positive Youth Activities, Early Support to Families and Intensive Support to Families.

 

Chrissy Wright, Strategic Commissioning Manager, Resources Directorate, to report. 

Minutes:

Consideration was given to the report presented by Clare Burton, Operational Commissioner, Resources Directorate, which outlined the arrangements of existing contracts funded by the Early Intervention Grant and Invest to Save programme. 

 

In the main, these contracts were held with voluntary and community sector organisations and had been commissioned to deliver projects between July, 2011, and 31st March, 2012. 

 

There were three overarching early intervention and prevention strategies, which were: -

 

  • Early Preventative Support to Families: - provision of advice and guidance to families so that they could address their concerns before they escalated.  This would improve outcomes for children and families.     
  • Intensive Support to Families: - included the management of Family First teams at Wickersley, Maltby and Dinnington to provide intensive support to families with complex needs where there were signs of social, emotional, health and behavioural problems.  The team helped families to find their own solutions and become less dependent on services.   
  • Positive for Youth Activities: - included the provision of personal development opportunities for young people aged between 11-19, including sports, physical activities, culture, heritage, music, creative media and environmental projects. 

 

Permission was now sought in line with Standing Order 38 (exemptions from contract standing orders) to extend the existing contracts until 31st March, 2013, to enable a response to be made to Early Help strategy developments, support sustainability in the voluntary and community sector, and strengthen the performance management of future contracts.   

 

Resolved: -  That Standing Order 38 (exemptions from contract standing orders) be suspended to enable existing contracts to be extended until 31st March, 2013, as outlined in the submitted report.

Proposal to Waive Standing Orders to extend contract - Rotherham Mind.

 

Chrissy Wright, Strategic Commissioning Manager, Resources Directorate, to report. 

Minutes:

Consideration was given to the report presented by Clare Burton, Operational Commissioner, Resources Directorate, that outlined contract arrangements with Rotherham Mind.  The contract was funded by the Early Intervention Grant and was due to end on 31st March, 2012.  

 

The contract existed to provide: -

 

  • A choice of mental health provision for 16 and 17 year olds;
  • Access to services for all children and young people;
  • Address the needs of the most vulnerable, including looked after children, black and minority ethnic groups and young people with a learning disability;
  • Development of the capacity of Tier 1 professionals through the provision of training opportunities.

 

Permission was now sought in line with Standing Order 38 (exemptions from contract standing orders) to extend the existing contract for a further year up to 31st March, 2013, pending confirmation of future funding streams. 

 

Resolved: -  That Standing Order 38 (exemption from contract standing orders) be suspended to extend the existing contract with Rotherham Mind, as outlined in the submitted report.

45.

Restorative Justice - waiving of Standing Orders.

 

Chrissy Wright, Strategic Commissioning Manager, Resources Directorate, to report. 

Minutes:

Consideration was given to the report presented by Clare Burton, Operational Commissioner, Resources Directorate, that outlined the existing contract arrangements that were in place with REMEDI, in conjunction with the Rotherham Youth Offending Service.  The current contract was due to end on 31st March, 2012. 

 

REMEDI were commissioned to deliver: -

 

·         Support for young offenders in Rotherham;

·         Support for the victims of crime in Rotherham;

·         A restorative justice programme. 

 

Permission was now sought to suspend Standing Order 38 (exemption from contract standing orders)  so that the contract with REMEDI could be extended for a further three-months to 30th June, 2012, to enable a joint commissioning approach to be explored with partner organisations. 

 

Resolved: - That Standing Order 38 (exemption from contract standing orders) be suspended and the contract with REMEDI extended for a further three-months, as outlined in the submitted report.
