Councillor Pickering declared a personal interest in application RB2010/0871 (Outline application for residential development for up to 200 dwellings (application under Regulations 3 & 9A of the Town & Country Planning General Regulations 1992) at former Dalton allotments and adjacent land at Dalton Lane, Dalton) on the grounds that he was a member of Dalton Parish Council who were part owners of the application site.

Minutes:

Before the formal meeting of the Planning Board, Members of the Board made visits of inspection to the following sites with Ward Representatives Councillors Falvey and Havenhand in attendance.

 

(a)  Demolition of existing building and erection of 12 No. apartments at 39 Barleycroft Lane, Dinnington (RB2011/1705)

 

In accordance with the right to speak procedure, the following people attended the meeting and spoke about the application:-

Resolved:-  That the Planning Board declare that it was not favourably disposed towards the application on the grounds that the development did not meet minimum parking standards, increased density and was an over development of the site and the Director of Planning and Regeneration Service, in consultation with the Chairman and Vice-Chairman of the Planning Board, be authorised to determine the reasons for refusal for this application.

 

(b)  Erection of buildings to form waste treatment and renewable energy facility including ancillary visitor centre, installation of weighbridges, substations, firewater storage tank & pump house, fuel storage tank, fencing and external lighting, formation of access road to Bolton Road including bridge across Hound Hill Dyke, alteration to bridleway and associated car parking and landscaping. The applicant is Shanks Waste Management who are the preferred bidder in a PFI contract acting on behalf of Barnsley, Doncaster and Rotherham Waste Management Authorities (RB2011/1539)

 

In accordance with the right to speak procedure, the following people attended the meeting and spoke about the application:-

Resolved:-  (1)  That the application be referred to the National Planning Casework Unit under the Town and Country Planning (Consultation) (England) Direction 2009.

 

(2)  That, consequent upon the National Planning Casework Unit deciding not to intervene, planning permission be granted for the reasons adopted by Members at the meeting and subject to the following conditions:-

 

General

 

1.   The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

 

Reason - In order to comply with the requirements of the Town and Country Planning Act 1990.

 

2.   The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications as shown on the approved plans (as set out below) except as shall be otherwise agreed in writing by the Local Planning Authority. Resolved:- (1) That, on the development proposals now considered the requisite notices be issued and be made available on the Council’s website and that the time limits specified in Sections 91 and 92 of the Town and Country Planning Act 1990 apply.

 

In accordance with the right to speak procedures the following people attended the meeting and spoke about the applications below:-

-        Demolition of existing buildings and erection of building to form virgin chip processing plant and storage building, erection of two storey building to form associated office block, use of land for on-site open storage of virgin logs and waste wood to a maximum height of 5 metres and siting of 2 No. weighbridges at former Council Depot, North Drive, Northfield for Brite Partnership (North East) Ltd. (RB2012/0164)

(3)  That application RB2012/0164 be granted for the reasons adopted by Members at the meeting with all references in the report to WMI.2 removed and subject to the relevant conditions listed in the report and subject to two additional conditions relating to the level of noise omitted from the site not exceeding 60 dB(a) during permitted hours of operation on the boundary of the site and provision of a noise management scheme detailing measures to be taken to minimise noise emissions.

Amendment to the Scheme of Delegation for Director of Planning and Regeneration Service

Minutes:

Consideration was given to a report presented by Bronwen Knight, Planning Manager, which proposed changes to the Scheme of Delegation to the Director of Planning and Regeneration in respect of development control functions of the service relating to the withdrawal of Enforcement Notices in agreement with the Chairman and Vice-Chairman rather than these being brought back for agreement by the Planning Board.

 

Resolved:-  That the proposed changes to the Scheme of Delegation be noted.
