Councillor Roddison declared a personal interest in application RB2012/0735 (change of use of land to school playing field (use class D1) at land adjacent Treeton Church of England Primary School, Wood Lane, Treeton for RMBC - Design and Projects Team) on the grounds that his son was a pupil at the school.

Resolved:- (1) That, on the development proposals now considered the requisite notices be issued and be made available on the Council’s website and that the time limits specified in Sections 91 and 92 of the Town and Country Planning Act 1990 apply.

 

In accordance with the right to speak procedure, the following people attended the meeting and spoke about the application below:-

 

-        Erection of 369 No. dwellinghouses & associated garages including formation of new access points, public open space and landscaping works at land off Laughton Road/ Sawn Moor Road, Thurcroft for Barratt Homes Yorkshire West (RB2011/1244)

-        Erection of 37 No. dwellings and a three storey apartment block comprising 12 No. units including associated car parking and landscaping at land at Manvers Way, Manvers for Taylor Wimpey Yorkshire (RB2012/0037)

(2) That applications RB2011/0994, RB2012/0241, RB2012/0604, RB2012/0619, RB2012/0724, and RB2012/0844 be granted for the reasons adopted by Members at the meeting and subject to the relevant conditions listed in the report.

 

(3) That Members indicated that they were disposed to grant applications RB2011/1244 and RB2012/0913 be granted for the reasons adopted by Members at the meeting and subject to the relevant conditions listed in the report, and subject to the signing of related Section 106 Legal Agreements.

 

(4)  That application RB2012/0037 be granted for the reasons adopted by Members at the meeting and subject to the relevant conditions listed in the report with the removal of Conditions 6 and 12 and subject to an amendment to Condition No. 5 to insert the words “within the site edged red” at the end.

 

(5)   That application RB2012/0586 be withdrawn at the applicant’s request.

 

(6)  That application RB2012/0647 be refused for the reasons set out in the report.

 

(7)  That application RB2012/0735 be granted for the reasons adopted by Members at the meeting and subject to the relevant conditions listed in the report along with two additional conditions relating to landscaping.

19.

Appeal against refusal of planning permission for the erection of 13 No. two storey houses at land off Wood Lane, Treeton, for Jones Homes (Northern) Ltd. (RB2011/0840) pdf icon PDF 249 KB

Minutes:

Consideration was given to a report by the Director of Planning and Regeneration Services which detailed an appeal against the refusal of planning permission for the erection of 13 No. two storey houses at land off Wood Lane, Treeton.

 

The appointed Inspector concluded that whilst there was a clear and long standing intention in the UDP to establish a small supermarket in Treeton, the submitted evidence illustrated that there was insufficient qualitative and quantitative need in the locality for a supermarket and that the village was adequately served by existing retail outlets in the village and local area.  He further concluded that the marketing exercise was extensive and sustained and that the site was not economically viable.

 

Issues relating to the second reason for refusal relating to layout were addressed prior to the Inquiry, and accepted by the Inspector.

 

Resolved:-  That the decision to allow the appeal be noted.

20.

Affordable Housing in Rotherham

Minutes:

Consideration was given to a briefing paper and a presentation by Liz Hunt, Affordable Housing Officer, accompanied by Sarah Watts, Housing Intelligence Officer, to give the Planning Board more insight into what Affordable Housing was, who it was for, what was needed in Rotherham and how it was delivered across the Borough.    A summary was also provided on Housing Statistics which were relevant to Rotherham and were used to inform officer decisions when negotiating Affordable Housing delivery.

 

The presentation provided further information on:-

 

·              The definition of “Affordable Housing”.

·              Provision of Affordable House in Rotherham.

·              Types of Affordable Housing.

·              Projectable Affordable Housing Needs.

·              Delivery of Affordable Housing.

·              Future Challenges.

 

A discussion and answer session ensued and the following issues were raised and subsequently clarified:-

 

-                 Comparisons of rents and the lack of control of private landlords.

-                 Contents of the Housing Needs Strategy.

-                 Use of commuted sums and the revisions to planning policy.

-                 Updating empty properties with the use of commuted sums.

-                 The Council as a housing landlord.

-                 The use of commuted sums and Section 106 agreements.

 

Resolved:-  (1)  That Liz Hunt and Sarah Watts be thanked for their presentation.

 

(2)  That the information be noted.

Updates

Minutes:

There were no updates to report, but it was suggested that some consideration be given to the content of the agenda and whether or not some of the sections could be condensed further to reduce the amount of paper.  This would be subject to some investigation.
