Brief Description of Decision:

The main report details the two separate projects that involve demolition, remediation and enabling works to progress the delivery of schemes set out in Rotherham Town Centre Masterplan.  It also outlines the reasoning to use delegated authority to appoint a contractor via direct award to deliver these works.

 

To enable this the Assistant Director of Planning, Regeneration and Transport is using his delegated authority to appoint a contractor via direct award from the Efficiency North Framework for demolition and remediation works for a total of two properties contributing to the delivery of the Town Centre Masterplan.

Reasons for the Decision:

The proposal would demolish the existing building, remediate the site, and deliver a short-term use public open space on the front of the site adjoining High Street. 

 

There are therefore known time pressures for delivery of the identified projects, with 9-13 High Street delivery the most critical. Early engagement with contractors and an accelerated appointment process is therefore deemed essential.

Details of alternative options considered and rejected:

The options considered to procure contractor(s) to deliver the identified projects included a standard competitive open tender approach as well as utilising a range of framework options.
