Section 46.

Brief Description of Decision:

To direct award a contract and appoint Vodafone Ltd as supplier for the provision of the Council’s mobile voice and data services, as detailed within the procurement business case.

Reasons for the Decision:

The Council used the Crown Commercial Services (CCS), Network services 2, RM3808, Lot 6: Mobile voice and data services framework to undertake this procurement exercise in accordance with the Council’s FPPR’s. Following a ‘Request For Information’ and evaluation of responses against the requirements set-out, officers recommended the proposal by Vodafone, best met its requirements. This framework allows for a direct award.

Details of alternative options considered and rejected:

The following procurement options were appraised as set-out in the procurement business case and rejected for the given reasons:

·     Above Threshold – Open Tender Process – There are compliant frameworks that the Council can utilise that meets its requirements. The timescales that are set out in the Public Contract Regulations cannot be reduced therefore this is why the option isdiscounted

·     Above Threshold – Restricted Tender Process – There are compliant frameworks that the Council can utilise that meets its requirements. Directorate Leads are keen to get this procurement exercise completed in a timely manner. The timescales that are set out in the Public Contract Regulations cannot be reduced therefore this is why the option is discounted.

·     Yorkshire Purchasing Organisation (YPO), Network Connectivity and Telecommunications Solutions, Lot 7: Mobile, Voice and Data – Direct Award – This option has been discounted as the Council has identifiedanother

framework (Crown Commercial Services (CCS), Network services 2, RM3808) that allows a direct award to be made.

Also the Incumbent provider (Vodafone Limited) is not listed on this framework.
