Contract Standing Orders; Section 41.2:

In relation to their Directorates, each Strategic Director has a general power to make council contracts, including the power to determine select lists of tenderers, to accept tenders and to award contracts.  This is subsequently delegated to Assistant Directors in the sub-scheme of delegation.

 

Brief Description of Decision:

To undertake a Further Competition via the Yorkshire Purchasing Organisation’s Dynamic Purchasing System (DPS) in relation to the required Enforcement and Debt Collection Services within the procurement business case.

Reasons for the Decision:

To allow the Council to proceed with the award of the contract to the successful supplier so it can use a single organisation within the Debt collection and Enforcement industry to collect outstanding debts for and on behalf of the council in recovery of debt payments for the provision of Parking Services only.

 

Details of alternative options considered and rejected:

As per Appendix D – Procurement Options Appraisal of the business case the following options were considered and rejected for the below reasons:

·          Above Threshold – Open Tender Process - The opportunity will be openly advertised to the full market which may result in a high volume of bids, this may elongate the process in terms of demand on resource and timescales for completion.

·          This option is discounted as there are a number of suitable frameworks that are able to meet the requirements of the Council, the Public Buying Organisations (PBO’s have already openly tested the market and identified organisations with the capability and capacity to deliver.

·          Crown Commercial Services (CCS) Framework CCS Debt Resolution Services (RM6226) - This framework has been discounted on the basis that the CCS framework offers a managed service provider which is not suitable for the Council’s requirements.
