Decision Maker: Executive Director of Regeneration and Environment

Decision status: Recommendations Approved

Purpose:

To approve the temporary closure of Lidget Lane Household Waste Recycling Centre for five days to allow essential ground works to take place.

The site will be closed from Monday, 3 July, and is expected to take no more than five days to complete, meaning the site will re-open for the following weekend.

Brief Description of Decision:

To approve the temporary closure of Lidget Lane Household Waste Recycling Centre for five days to allow essential ground works to take place.

The site will be closed from Monday 3rd July and is expected to take no more than 5 days to complete, meaning the site will re-open for the following weekend.

The ground works will repair the unstable ground beneath the concrete pads that house the waste containers and plant machinery. This in turn will allow for a safer, compliant and more efficient working site.

It is essential that clear and effective communications will be put out across social media outlets to make residents aware of the closure dates.  Site staff will also begin to inform residents at site of the impending works in the weeks leading up to the start date. In addition, all Council members will be made aware of the decision and given information on alternative sites that can be used should any residents ask.

Site staff who usually work at Lidget Lane will be redeployed to the other three sites to help mitigate the additional footfall because of residents local to Lidget Lane being guided to the remaining sites

Reasons for the Decision:

The ground works are essential to ensure the ongoing provision of Lidget Lane as a household waste recycling centre for the residents of Rotherham. It is essential that the works are complete before hand over the site in October to the new HWRC Contractor.

Details of alternative options considered and rejected:

There are no other alternatives, raising of the pads and firming up of the ground below is vital to ensure Lidget Lane remains open.

Reports or parts of reports considered

Our asset management team upon inspection and further site investigation by a 3rd party discovered the ground beneath the pads on Lidget Lane was failing and the pads were becoming unlevel. The team followed a tendering process and are funding the works to be complete. There is no report to be considered.

I certify that this is a true record of the executive decision to approve the temporary closure of Lidget Lane Household Waste Recycling Centre for five days to allow essential ground works to take place
