Enaction of recommendation 1 from the Housing Strategic Acquisitions Report, approved by Cabinet 20 June 2022:

 

“1. That Cabinet agrees to purchase the homes identified in Exempt Appendix 1, subject to Ward Member consultation being carried out, and agreement by the Assistant Director for Housing, Cabinet Member for Housing and Section 151 Officer. This is subject to the budget parameters as set out in the Council’s approved Capital Programme.”.

 

and further to approval of the subsequent Strategic Outline Programme capital business case – Strategic Acquisitions: June 2022 Cabinet, approved 16 September 2022 in consultation with the Cabinet Member for Housing.

 

Decision:

Approval to enter into contract with Bellway Homes to purchase 10 new homes from the Millstone Park development in Swallownest – identified in Appendix 1 to the June 2022 Cabinet report.

 

The Council will purchase:

·       Six, two-bedroom bungalows

·       Four, three-bedroom houses

 

The homes are scheduled to be handed over to the Council between January 2023 and May 2023. They will be brought into the Council’s existing housing stock and made available for social rent.

 

Reasons for the Decision:

The decision has been taken in-line with the Cabinet approval, to ensure that the Council can continue to deliver new council homes to meet residents’ needs.

 

The financial detail of the acquisitions is set out within the capital business case. It is not included within the decision record on the basis that it is commercially sensitive. This is in-line with the over-arching Cabinet report exemption.

 

Details of alternative options considered and rejected:

The June 2022 Cabinet report considered deferring the acquisitions into a later Cabinet report, but this was not recommended as it may have resulted in one or more of the opportunities being missed.
