Details of Specific Cabinet Delegation

or Delegation contained in the relevant Sub-Scheme of Delegation.

Sub-Scheme of Delegation-Adult Care, Housing and Public Health July 2021

Assistant Director of Housing has in respect of all financial matters:

·       Authorisation to spend within approved budgets subject to the policies, Financial and Procurement Procedures Rules of the Council (Rule 12 of the Finance and Procurement Rules-Grants to Voluntary and Community Sector Organisations).

Decision:

Award a three-year grant to provide an Age-Related Benefit Advice Service to Age UK Rotherham.

Reasons for the Decision:

Age UK are the market leader in provision of age-related benefits advice in the UK and in Rotherham. They have provided this service to RMBC for more than 8 years and despite a competitive bidding process being undertaken on 2 occasions Age UK have been the only bidder for the work.

Details of alternative options considered and rejected:

The alternative would be to provide the service in house as part of the Money and Benefits Advice service. However due to salary levels paid and oncosts this would prove a more expensive option if staffed to the same level. If staffed at the current £60k per annum there would be less resource and therefore less clients seen and assisted through the project.
