The Business case seeks approval from Sam Barstow, Assistant Director, Community Safety & Street Scene to undertake a direct award via the Provision of Neutral Vendor Provider framework from Ealing Procurement in relation to legal consultancy services for the Barnsley, Doncaster and Rotherham (BDR) Waste Partnership as detailed within this report.

Reasons for the Decision:

The BDR Councils require comprehensive support and advice in respect of the legal and contractual aspects of the “BDR Waste Partnership” joint waste management Private Finance Initiative (PFI) project contract. This specialised knowledge is not within the scope of individual Council Legal teams
