Decision:

That the Assistant Director of Property and Facilities Services in line with Contract Standing Orders Section 46.5 Delegation Arrangements, approves the tender submitted by F Parkinson Ltd on 25th March 2025 for the essential repair works to the former Mecca Bingo building. (Total Value £451,694)

 

Reasons for the Decision:

RIDO acquired the former Mecca Building back in late

2022.

Enabling works are required within the building to ensure that the building remains safe, secure and compliant whilst a review of future use is undertaken. A procurement activity has taken place to identify a suitable contractor to carry out the works and an award of contract is now required. 

 

Details of alternative options considered and rejected:

There is a statutory requirement to ensure that all assets (property, land and buildings) owned and managed by a landlord or owner are compliant and safe. The option to do nothing, due to the state of the building is not an option.

 

Due to the need to retain the building for the purpose of future development, other options were not considered, again linked with the urgency of the safety work required.

 

Tenders were received for the works and Procurement requirements were followed to identify a suitable contract and an award based on submission.
