To approve the procurement of the new kerbside recycling contracts to provide treatment and disposal for all Glass, Cans & Plastics and Paper & Card collected as part of the kerbside collection provision.
Rotherham Council collect recycling from over 120,000 properties in the borough, producing over 20,000 tonnes of recyclable material. As such, it is RMBC’s responsibility to ensure that all recyclable material, and non-recyclable material, is treated legally, with all duty of care documentation and in line with the waste hierarchy. Having a contract in place will ensure that Rotherham Council are compliant in disposing of their recycling.
The contract will also include the treatment of RMBC Business Waste Recycling, currently with around 880 customers.
The current disposal contracts expire in early 2026.

As per the Sub Scheme of Delegation - Strategic Director of Regeneration and Environment, Assistant Directors are authorised to act in relation to matters within their remit:

Decision: |
As detailed in the Procurement Sourcing Strategy 24-215, the Council sought to identify and appoint a Contractor who would be required to treat all waste collected in both the kerbside recycling containers. This includes glass, cans, plastics, cartons & film, paper & card, and any other waste(s) found to be collected in the recycling bins.
Rotherham Council offers kerbside recycling collections to all residents of the borough. The black kerbside bin offers glass, cans, plastic bottles, pots, tubs & trays and food & drinks carton recycling.
The green kerbside bin offers recycling for paper and card, with every property receiving monthly kerbside collections of each bin throughout the year.
Rotherham Council collects around 22k tonnes of recycling/waste in these containers annually. The Council requires treatment of this contract waste in line with the Waste Hierarchy.
After thorough tender exercise, evaluation and examination of the tender evaluation report, my decision is to award the Lot 1 and Lot 2 contract to the successful bidders for a combined value of £5,102,296.

Lot 1: The response met all requirements and demonstrated clear delivery capability. Strengths included detailed treatment processes, health and safety compliance, and secure end markets. Areas for improvement include referencing accuracy, supporting evidence for technical processes, and alignment of mobilisation timelines. Overall, the successful bidder’s response provides confidence in delivery, subject to minor refinements.
The successful bidder submitted the strongest bid across all evaluation criteria. The response demonstrated a comprehensive understanding of the contract requirements and provided relevant, evidence-based information that gives confidence in the bidder’s ability to meet all obligations and deliver the service effectively.
Lot 2: The successful bidder for Lot 2 submitted the strongest bid across the evaluation criteria. The response demonstrated a comprehensive understanding of the contract requirements and provided relevant, evidence-based information that gives confidence in the bidder’s ability to meet all obligations and deliver the service effectively.

Two bidders submitted bids for the Lot 1 contract and three bidders submitted bids for the Lot 2 contract. Each bidder was subject to a full evaluation and subsequent evaluation panel. No bidders were eliminated throughout the selection process, with all five bids fully evaluated.
The successful bidders on both Lots 1 and 2 submitted the strongest bids across quality, pricing and Social Value
