Decision:

In line with the recommendation to Cabinet on 7th July 2025 to ‘approve delivery of Phase 1 of the Town Centre Health Hub project’ a recommendation is made that the Full Business Case detailing final project costs, timeframe and outcomes is approved thus allowing contract award and implementation of the project.

 

And to formally enter into a contract with Morris & Spottiswood to take forward the works for Health Hub Phase 1 into the construction phase following the completion of and approval of the Procurement Business Case.

Reasons for the Decision:

To enable full implementation of the Health Hub Phase 1 scheme and commence works onsite.

Details of alternative options considered and rejected:

  1. Do nothing - Involves no investment in the former Boots building, Abbey Pharmacy remaining in its current premises during construction of the Library/Markets project. This requires significant structural workarounds, presenting health and safety and programme risks to the Markets Redevelopment Scheme. Not recommended
  2. Do minimum - Enables early refurbishment of the former Boots building to create a ground floor unit for future occupation. Speculative delivery may not match tenant needs. Regeneration benefit only partially realised. Not recommended.
