Decision: |
That the Tenant Engagement Framework 2026–2030 is approved and published as the final document, and that the Framework is subject to an annual review. Authority to undertake these annual reviews is delegated to the Service Director of Housing in consultation with the Cabinet Member for Housing.

Reasons for the Decision: |
The Tenant Engagement Framework 2026-30 has been co?created with tenants and will ensure we are listening to, capturing and acting on tenant voice. It provides clear opportunities for tenants to scrutinise and influence decisions about their homes and neighbourhoods.
Delivering the outcomes of the Framework will enable the Council to meet the requirements of the Regulator of Social Housing’s Consumer Standards, specifically Transparency, Influence and Accountability.
The Framework aligns with key council strategies and provides a practical model for meaningful engagement with tenants in Rotherham.
This decision is taken under delegated authority as the approval of the Tenant Engagement Framework does not constitute a Key Decision and falls within the Strategic Director’s delegated powers. A formal Officer Decision Record is therefore required to ensure transparency and compliance with the Council’s Scheme of Delegation and relevant access-to-information regulations.
