Under Section 4C3 of Appendix 9 of the Constitution, the Executive Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including: - 3. Public Health (a) Commissioning and Quality; (b) Health Improvement; (c) Health Intelligence; and (d) Health Protection
Under Appendix 9 of the Constitution – Sub-Scheme of Delegation (page 25) the Director of Public Health is authorised to: 15. Public Health (a) Ensure the council meets its duties to improve public health; (b) Ensure the delivery of public health protections and health improvement responsibilities; c) Ensure the council plans and responds to emergencies that present a risk to public health; and (d) Ensure the council meets other local government public health responsibilities.
On 16th March 2026, Cabinet approved the delegation of authority to the Director of Public Health (within the protected stop smoking budgets in the public health grant) to commission services designed to enable the Council to make progress in achieving a smoke free generation in line with the plans from central government (minute 130 refers).

Reasons for the Decision: |
This decision relates to extending an existing legal partnership agreement between Barnsley Metropolitan Borough Council, Sheffield City Council, Rotherham Metropolitan Borough Council, City of Doncaster Council, and NHS South Yorkshire Integrated Care Board, which together form the South Yorkshire Tobacco Control Alliance (SYTCA). The agreement aims to coordinate and accelerate joint action across South Yorkshire to reduce smoking prevalence and support delivery of the national smokefree ambition set by central government. This decision specifically concerns the signing of the Partnership Agreement to cover 2026 to 2029, enabling continued participation in this collaborative programme of work.
To support the delivery of the STYCA programme, £99,646will be directly transferred to Barnsley Metropolitan Borough Council as the lead authority managing the SYTCA programme.
On 16th October 2023, Cabinet endorsed the Tobacco Control Action Plan and supported the allocation of Council spending on tobacco control to align with the Tobacco Control Work Plan (minute 68 refers). The Tobacco Control Work Plan sets out plans to work collaboratively across the South Yorkshire footprint.
