Under Section 4C3 of Appendix 9 of the Constitution (page 36), the Executive Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including: - 3. Public Health (a) Commissioning and Quality; (b) Health Improvement; (c) Health Intelligence; and (d) Health Protection
Under Appendix 9 of the Constitution – Sub-Scheme of Delegation (page 25) the Director of Public Health is authorised to: 15. Public Health (a) Ensure the council meets its duties to improve public health; (b) Ensure the delivery of public health protections and health improvement responsibilities; c) Ensure the council plans and responds to emergencies that present a risk to public health; and (d) Ensure the council meets other local government public health responsibilities.

Reasons for the Decision: |
With You were awarded the all–age drug and alcohol treatment and recovery service pathway contract from 1 April 2023 following a competitive tender process, operating under the service name Rotherham Alcohol and Drug Service (ROADS).
The Local Authority is responsible for the commissioning of alcohol and drug services for the Rotherham Borough as described in the 2012 Health and Social Care Act[1]. The service contributes to a wide range of Public Health outcomes, including increasing the number of drug and alcohol treatment episode completions, reducing drug-related deaths, reducing reoffending, and reducing homelessness.
The Cabinet Report: Public Health Grant for 2026/27-16 March 2026 outlined the availability of several grants being made available to Rotherham by the Office for Health Improvement and Disparities (OHID), part of the Department of Health and Social Care. These included a Drug and Alcohol Public Health Grant to support the drug and alcohol treatment and recovery agenda, and recommendations on how they could be utilised.
This funding supports the expansion of the Alcohol and Drugs service pathway to provide improved access, additional service capacity, a range of harm reduction initiatives and additional prescribing.
