Brief Description of Decision:

 

 

That the Assistant Director of Housing Services authorises the contracting of South Yorkshire Housing Association to carry out Sales and Marketing of a total of 50 Shared Ownership properties on Bellows Road and Rothwell Grange.

 

Reasons for the Decision:

 

 

A procurement exercise was undertaken following the Cabinet decision on 11 December 2017 to identify an organisation to work with the Council on marketing and sales for shared ownership properties. This included 30 shared ownership units on Bellows Road and 20 units on Rothwell Grange. Six organisations submitted tenders and bids were assessed on the basis of quality and price. Following evaluation of the tenders received, South Yorkshire Housing Association’s (SYHA) bid offered the highest combined score based on the selection criteria and was therefore the most advantageous tender submission. Following due diligence, SYHA was agreed as the preferred organisation, offering the full range of skills and expertise required.

 

Details of alternative options considered and rejected:

 

1.     Advertise the properties through a local High Street estate agent – such agents may not be able to provide the level of direct support to someone looking to purchase a shared ownership property. This option was rejected.

2.     Advertise through websites like Zoopla, Purple Bricks etc – management of enquiries and arrangement of appointments would remain a responsibility of the Council, which would be resource intensive. This option provided little or no accountability on any sales and reporting. This option was rejected.
