Brief Description of Decision:

 

 

To award, in accordance with Finance and Procurement Procedure Rule 41, a contract for the residential development at Rothwell Grange to Esh Group, following the submission and evaluation of tenders.

 

Reasons for the Decision:

 

 

Housing growth in Rotherham is a key strategic objective for the Council, ensuring housing growth meets the needs of Rotherham’s communities, including first time buyers, young professionals and older people wanting to downsize. Strategic Housing and Development successfully secured £6.81m in grant funding from Homes England from the Shared Ownership and Affordable Housing programme (SOAHP) to build 227 shared ownership and affordable rent new homes in Rotherham.

 

On 11 December 2017, the Cabinet approved the Shared Ownership and Affordable Homes Programme 2017-21. As part of the report considered, Rothwell Grange was identified to deliver 40 units, following scheme design, this identified a further four units could be delivered on the site.

 

Details of alternative options considered and rejected:

 

To approach a build contractor through the YORbuild Framework rotation. A cost plan was received, but far exceeded the budget for the development. The option was therefore rejected.
