Brief Description of Decision:

That the Acting Assistant Director of Planning, Regeneration and Transport authorises, in line with Financial and Procurement Procedure Rule Section 58.4 Delegation Arrangements, the proposal to award this contract to carry out various works at St Ann’s Primary School.

Reasons for the Decision:

The school boiler plant is the original equipment and is approximately 50 years old. It has subsequently become unreliable and is beyond economical repair.

The school has had previous phases of re-roofing completed over the last few years and this is the final phase on the school re-roof programme.

The current system devices for fire detection don’t meet the latest standards of BS 5839 (Fire detection and fire alarm systems for buildings).

Details of Alternative Options Considered and Rejected:

The approved Children and Young People’s Service (CYPS) Capital Programme 2017-21 (approved at the Council meeting on the 27th February 2019) includes the use of the LA Maintained School Condition Allocation (SCA) for the CEN programme. The CEN programme for 2019/20 totals £2,076,995, included within this is an allocation for the works at St Ann’s of £380,000, and a contingency balance of £100,000.
