Brief Description of Decision:
To agree to the implementation of the Improvement Plan for the markets, including: · Running additional markets in the Outdoor Covered Market (OCM) · Revising charges for some existing markets in the OCM · Charging for use of the toilets in the Centenary Market Hall, although disabled toilets will remain free to use.
Reasons for the Decision:
The Markets currently has a major budget pressure. The improvement plan will seek to create additional income to partially alleviate this pressure. Charging for the toilets will tackle anti-social behaviour, which is a recurring problem at the current time.
Details of alternative options considered and rejected:
Do nothing – the Markets will remain as they are, no additional income will be regenerated and some Markets will continue to lose stalls; to the point where it is no longer viable to run them.
The toilets will continue to be a source of ASB and complaints from customers and traders
