The applicant had met Adult Social Care’s criteria for a designated off highway parking bay.

Details of alternative options considered and rejected:

Consideration was given to the use of hardstanding, but this would have been impractical due to a lack of suitable off road space (such as a garden) or where there would have been a significant cost due to groundworks or the movement of street furniture, such as lighting columns.
