Brief Description of Decision:

 

 

The Council’s spend in this area was non-compliant with the Public Contracts Regulations 2015 and the Councils own Finance and Procurement Procedure Rules. An exemption had been submitted in late 2018 following unprecedented take-up of the garden waste scheme. However, this was never formally approved.

 

As there continues to be an on-going need for bin permit stickers following the successful roll-out of the payable garden waste scheme with spend in the region of £90,000 per annum, work was undertaken with the waste service to develop a specification and tender documentation with the objective of awarding a compliant framework agreement for up to 4 years.

 

After a full Tender and evaluation process the successful bidder was Euro Label Printers Ltd ( Louise Hayter Procurement Manager has supplied a full report)

Reasons for the Decision:

 

 

After the evaluation was complete Euro Label Printers scored a total of 95.91

This was split with a Quality score of 35.91 and Price Score of 60

This bid by Euro Label Printers was a clear winner on the summary scores.

Following the evaluation for this tender, it is the recommendation of the project team that as a Council we enter into a contract with Euro Label Printers Ltd, T/A Permiserv
