Brief Description of Decision:

 

 

As part of the sale of Westgate Chambers to Peter Mark Hill a number of clauses were inserted in the contract of sale including a clause for the Council to buy back the property if sufficient progress was not made. Peter Hill is now asking for the removal of this clause, as it is hindering his attempts to secure further finance for the development

 

Reasons for the Decision:

 

 

There will be no financial impact on the Council and it should allow the developer to deliver the regeneration of Westgate Chambers more quickly

Details of alternative options considered and rejected:

 

To retain the buy-back clause. Mr Hill may continue to struggle to obtain finance for the project and the delivery of a major town centre regeneration project may be delayed
