To provide an interim retention up to 70% for a period from 6 April to 30 June 2020 in respect of Home to School Transport contractors.

Reasons for the Decision:

 

 

To support contractors during the lockdown and provide surety to decrease the risk of market failure

 

Details of alternative options considered and rejected:

 

1.     Recognise reducing costs incurred by contractors but also prevent local market failure, offer payments of up to 70% of the normal planned contract value for the duration of the disruption or contract end date.

 

2.     Maintain core of suppliers based only on the routes required during the current emergency conditions.
