Brief Description of Decision:

 

 

SLT/Gold previously agreed on 6th April 2020 to provide an interim retention payment of up to 70% for the period from 6th April 2020 to 30th June 2020 for home to school transport contractors.  As the pandemic has continued it has become apparent that, although some transport has recommenced, a number of services will not be re-introduced until the new academic year in September 2020

 

Services suspended in the Adult Care sector should be considered for the provision of the grant support as they are structured in the same way as home to school transport.

 

SLT/Gold therefore supported the decision to:-

 

        Extend the current interim retention payment of up to 70% to the end of the school term in July 2020 for home to school transport.

        Incorporate adult transport into the arrangement and backdate payment to 6th April 2020, with a further review date of the end of October 2020.

 

Reasons for the Decision:

 

 

To support contractors during the lockdown and provide surety to decrease the risk of market failure

 

Details of alternative options considered and rejected:

 

Recognise reducing costs incurred by contractors but also prevent local market failure, offer payments of up to 70% of the normal planned contract value for the duration of the disruption or contract end date.

 

Maintain core of suppliers based only on the routes required during the current emergency conditions.

I certify that this is a true record of the executive decision in relation to extend the current interim retention payment of up to 70% to the end of the school term in July 2020 for Home to School Transport. To incorporate adult transport into the arrangement and back date payments to 6th April 2020. This arrangement will be reviewed further for the end of October 2020, given that adult transport continues to be suspended at the time of the report
