The current contract for the HR & Payroll system ends 31 March 2024, it is proposed to complete a procurement process via the Crown Commercial Service (CCS); Back Office Solutions (BOS) Framework for a new contractual arrangement beyond 22 March 2024.

SECTION 4C2: ASSISTANT CHIEF EXECUTIVE – DELEGATED EXECUTIVE FUNCTIONS The Assistant

Chief Executive is authorised to discharge executive functions in relation to:- 4. Human Resources.

Decision:

To award a contract to Softcat (sub-contacting to MHR) for the provision of a Support and Maintenance contract for the incumbent iTrent HR & Payroll system.

 

This contract has been awarded via a further competition process run on the Crown Commercial Services (CCS)

RM6194 Back Office Software framework, with a five-year term running until 31st March 2029.

Reasons for the Decision:

Access to an appropriate HR and Payroll platform to support the provisions of internal HR and Payroll services, alongside existing traded services, is essential for the Authority.

 

Continued access to the existing platform provides a stable way forward, without incurring substantial migration cost and disruption.

Details of alternative options considered and rejected:

In accordance with the Council’s FPPRs, a procurement business case was completed and reviewed by Senior Stakeholders, including Finance, Legal, HR, and signed-off by the Assistant Chief Executive.

 

No further evaluation report is necessary in these circumstances.
