Purpose:

Award to Esh Construction Ltd of the second stage of a two-stage design and build contract for the delivery of works in relation to infrastructure and enabling works for the Riverside Residential Quarter, following outcome of tendering exercise undertaken. As detailed in exempt Appendix 1 – Tender Evaluation Report.

 

In line with the May 2022 Cabinet report the recommendation made was that a Full Business Case detailing final project costs, timeframe and outcomes is approved thus allowing contract award and implementation of the project.

In relation to their Directorates, each Strategic Director has a general power to make council contracts, including the power to determine select lists of tenderers, to accept tenders and to award contracts.  This is subsequently delegated to Assistant Directors in the sub-scheme of delegation

Brief Description of Decision:

 

 

Award to Esh Construction Ltd of the second stage of a two-stage design and build contract for the construction of the design in relation to enabling works for the Riverside Residential Quarter, following outcome of tendering exercise undertaken. As detailed in exempt Appendix 1 – Tender Evaluation Report, and to review the Full Business Case Appendix 2.

 

Value of £4,159,482

 

This decision follows the recommendation in May 2022 that Cabinet approve the implementation of all Town Deal and levelling Up projects and the decision in March 2023 to enter the first stage (Design) of a two-stage design and build contract with Esh Construction Ltd.

Reasons for the Decision:

 

 

As part of Rotherham’s continued diversification of and investment in the town centre this scheme contributes to the delivery of a new residential quarter in the town centre. This contract will facilitate the progression of the Riverside Residential Quarter through the construction of an engineering design solution and delivery strategy for a new riverside walk and realignment and infrastructure works to Water Lane.  

 

Details of alternative options considered and rejected:

 

Failure to proceed with this appointment will result in delays or failure to deliver the Levelling Up funded enabling and infrastructure works to the Riverside Residential Quarter.
