These sites have been approved as part of the Housing Delivery Programme which has been presented to Cabinet on a six-monthly basis through which a delegation has been granted to the Assistant Director of Housing.

 

The latest version of the Delivery Programme was approved by Cabinet on 29 July 2024.

 

Princess Street was first included in the Delivery Programme to Cabinet on 22nd March 2021.

 

Albert Road was first included in the Delivery Programme to Cabinet on 23rd January 2023.

 

Decision:

To award a construction contract to R.H. Fullwood to build ten new homes across the Albert Road and Princess Street sites in West Melton. Both sites form part of the Housing Delivery Programme, most recently approved at Cabinet 29 July 2024. Planning permission references: RB2024/0036 Albert Road and RB2024/0039 Princess Street.

Reasons for the Decision:

This scheme forms part of a broader package of sites being brought to market. Significant work has taken place to review each in detail, and carefully consider, the correct strategy for the scheme. Various iterations of the planned route to market and packaging of sites to attract the right bidders and provide value for money have been discussed over the last 12 months.

 

An outcome of this process determined that a single stage design and build competition utilising Construction Line was the most suitable option for delivery of this scheme.  Following a competitive tender process, it was recommended to award a construction contract to R.H. Fullwood who were the highest scorers.

A broad range of procurement routes and methods, including alternative frameworks and direct awards were extensively considered as part of determining the procurement strategy.
