As set out in the Constitution and the Regeneration and Environment Sub-scheme of Delegation, the Assistant Director Community Safety and Streetscene is authorised to undertake all duties on behalf of the Council relating to the Traffic Management Act 2004.

Decision: |
In circumstances involving unregistered or foreign vehicles, the decision has been taken to reduce the required number of outstanding penalty charge notices (PCNs) to result in a vehicle being impounded from 4 to 3.

Reasons for the Decision: |
Foreign vehicles and vehicles that have no registered keeper cannot be traced by the Council via its channels of enquiry with the DVLA. Accordingly, PCNs are routinely written off when it is established that vehicles are in one of these categories. To wait for a fourth PCN to be issued serves no real purpose and the Council will still be acting in compliance with the Traffic Management Act 2004 by impounding vehicles upon the serving of the third PCN.
