In accordance with Financial and Procurement Procedure Rules, matters relating to the specification for works, goods and services, the seeking of estimates, quotations and tenders, the evaluation of the same and acceptance of tenders relating to contracts for works, goods and services in accordance with approved budgets or supplementary estimates.

Where a contract for support and maintenance is renewed within five years of the original contract, authority to award such a contract.

Decision:

Rotherham MBC to enter a direct award 34-month contract with WAVE Water Services for the supply of Water via the YPO Framework Agreement for Water, Wastewater and Ancillary Services (reference 1181).

Reasons for the Decision:

This decision will ensure the continued supply of Water and Wastewater Service, to the affected Council sites. The procurement option selected is a compliant route to market in line with the Public Contract Regulation 2015.

Details of alternative options considered and rejected:

Other procurement option explored was the further competition via the CCS framework, but this would be more time-consuming and the given the poor feedback around this framework it was not considered the best available option.

Decommissioning the contract was not considered due to the importance of maintaining a in contract water supply to the affected Council buildings.
