Appendix 9, Section 4C3, of the Council’s Constitution provides that “The Strategic Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including: (4) Strategic Commissioning; (a) Commissioning”. 

Decision:

Between April 2025 and July 2025, Adult Care, Housing and Public Health Strategic Commissioning Business Unit will undertake consultation and engagement activity with current and potential future recipients of domiciliary care, their families and other stakeholders in order  to review the existing contract arrangements and re-design the model post April 2026 if required.

 

Reasons for the Decision:

The current Home Care and Support Flexible Purchasing System reaches its initial five-year term on 31st March 2025.

 

To ensure the current purchasing model addresses the current issues faced by the market, allows the Council to obtain best value for money and ensures a high-quality provision the Council is undertaking a review of the service and consideration of alternative models to be procured post April 2026, and therefore a programme of consultation and engagement has been approved.
