Decision:

Approval of Tender evaluation report and award of External Works Framework. Contract award notice will be published the Council’s Contracts register and on Contracts Finder and Find a Tender

Reasons for the Decision:

To enable the External Works Framework to be awarded and the framework contract set up. The Lots within the Framework will provide a pre-approved route to market in support of delivery of the capital programme and also provide additional capacity and sub-contractors for use by in-house delivery teams to support the efficient delivery of capital programme.

Details of alternative options considered and rejected:

The alternative options considered as part of the procurement business case process include:-

Option 2 – Use existing frameworks and /or restricted quotes or open procurements for each project.

Reason for rejection: No available existing frameworks suitably specialist enough to cover all required framework lots and open procurement for every project would entail significant time resource for individual procurements for each project over the next 4 years.

Renewal of the framework was the best and most efficient option.
