Section 46.

Decision:

That the Assistant Director of Property and Facilities Services in line with Contract Standing Orders Section 46.5 Delegation Arrangements, approves the tender submitted by Kier Design Ltd on 22^nd May 2026 to undertake urgent surveys across 92 properties that have been identified as high priority.

Reasons for the Decision:

Historically, a number of surveys were carried out by the internal Building Design Team, however, due to limited resources, the full estate portfolio could not be completed. Given the time that has since lapsed, it is now necessary to re-schedule and undertake a comprehensive round of surveys across the entire estate. This will establish a consistent and up-to-date benchmark to inform future planning and asset management.

This new contract requirement addresses a gap in previous survey coverage.
