Bidding for external funding and grant aid, special financial packages for economic development/regeneration for both revenue and capital schemes, and their subsequent implementation.

 

Brief Description of Decision:

 

 

Approval to sign a contract to deliver a three year extension of the Sheffield City Region Launchpad project which is part funded by the European Regional Development Fund.

 

Reasons for the Decision:

 

 

To secure the continued provision of business start-up support in Rotherham and assist in delivering the objectives and targets in the Rotherham Economic Growth Plan. The proposal makes best use of external funding and the Directorate Finance Business Partner has confirmed match funding is available through existing budgets and additional funding approvals are not required.

 

Details of alternative options considered and rejected:

 

Don’t utilise ERDF funding - continue business start-up support but fund through Council budgets. This would free the team from ERDF obligations and reporting requirements but require an increase in funding to deliver the same service.

 

Cease provision of business start-up support in Rotherham - The ability for the Council to have an impact in stimulating new jobs and employment opportunities would be significantly reduced, RiDO would have a diminished impact on delivering corporate targets and residents would have reduced access to business start-up advice in the area.
