Meeting: 31/03/2010 - Housing Market Renewal Pathfinder (Item 37)

TSY Board

Minutes:

The TSY Board had held an away day on 26th March, 2010. where presentations had been given by each of the 4 local authorities on their delivery programme for 2010/11 highlighting the effects of the challenges that housing market presented in terms of delivery but also look forward towards what was coming up in delivery terms. 

 

The presentations had shown some common aspects to delivery across the Programme in terms of challenges and also in terms of approaches to delivery.

 

The following was also discussed:-

 

-        2010/11 Programme  - Rotherham’s Programme was signed off

-        Future role of TSY - a small Working Group had been established with a view to a sub-regional approach to delivery of housing going forward

-        Analysis of housing market

-        Focus on skills and jobs in any development

 

The Board had congratulated Rotherham on its excellent presentation and performance over the last year.

 

The Chairman thanked everyone involved for their work in achieving all the targets set.

Minutes:

The TSY Board had met on 13th November, 2009, where the following had been discussed:-

 

·        Programme update of all 4 authorities

·        Further work on the housing needs of Gypsies and Travellers within South Yorkshire

·        Scoping piece of work done on mortgage assessment and options being explore with regard to offering support to individual home owners to access mortgages

·        Delivering Design Quality Agenda – possibility of skills training to be launched in 2010 for Members and officers across South Yorkshire

·        Condition of present housing market

·        Future role and importance of the sub-regional approach

Meeting: 14/09/2009 - Housing Market Renewal Pathfinder (Item 21)

Minutes:

The TSY Board had met on 17th August 2009 and the following had been discussed:-

 

  • The Growth Programme – revisions had been made to funding and targets had been sent
  • The South Yorkshire Investment Strategy and Action Plan – these were to be completed by November 2009
  • Community Cohesion
  • Delivering Design Quality Awards – Ceremony to take place in Barnsley

Minutes:

It was noted that the TSY Board was to meet on 12th June, 2009.

 

A meeting had been held with the 4 Local Authority Strategic Directors and Cabinet Members to discuss the way forward.


Meeting: 30/03/2009 - Housing Market Renewal Pathfinder (Item 46)

Minutes:

Jeff Goode reported on the following:-

 

-              Inaugural meeting of the “Growth” Board which had agreed terms of reference and allocation of the Growth funding

-              The Programme was on track across all South Yorkshire authorities.  Particular thanks to Rotherham for ensuring full spend

-              2009/10 funding constraints

-              Presentation to the next Board meeting on how Programmes would be taken forward in light of the reduced budget allocation

-              Planning for 2011 onwards


Meeting: 19/01/2009 - Housing Market Renewal Pathfinder (Item 36)

Minutes:

The Growth Point Bid had now been granted to South Yorkshire details of which would submitted to a future meeting.

 

The Board had agreed to accelerate 10% of the funding through the Pathfinder to assist with issues regarding the credit crunch.


Meeting: 10/11/2008 - Housing Market Renewal Pathfinder (Item 24)

Minutes:

Tom Bell, Neighbourhood Investment Manager, reported that the key decision taken at the last Board meeting was in relation to the Housing Growth decision.  A bid had been submitted which for Rotherham was 21% above the Regional Spatial Strategy targets.  The bid was for a grant on the back of that Growth Statement and the overall bid put in for approximately £15.5M which was a very modest amount for the amount of houses that would be constructed within the 4 authorities.

 

A bid had also been made for some Highways funding.


Meeting: 01/09/2008 - Housing Market Renewal Pathfinder (Item 13)

TSY Board

-        verbal update.

Minutes:

The Neighbourhood Investment Manager reported that at the last TSY Board meeting the 4 local authorities had presented their Programmes with the Board allocated resources to each (see previous Minute).

 

Negotiations were still taking place with Central Government on the Deed of Variation.  It was hoped to have it signed off in September/October, 2008.

The meeting was informed that funding had been secured for the 2008/11 programme
