Arising from Minute No. S108 (Sector Led Improvement), it was noted that as requested information from the performance clinics had been supplied to the Chairman and Vice-Chair.  A number of the actions mirrored the recommendations from the Childhood Obesity Scrutiny Review carried out by the Select Commission.

Minutes:

Consideration was given to the minutes of the meetings of the Health and Wellbeing Board held on 23rd April, 2014.

 

Arising from Minute No.S95(b) (National Child Measurement Data) it was noted that a multi-agency performance clinic had been held to examine the issue from different perspectives.  A set of actions to try and address the issues had been produced and look at alternative Performance Indicators.  The outcome of the clinic had still to be reported to the Health and Wellbeing Board.

(2)  That the information arising from the performance clinic be forwarded to the Chairman and Vice-Chairman.

Councillor Wyatt, Chairman of the Health and Wellbeing Board, drew the Select Commission’s attention to the following issues:-

 

-          Rotherham Active Partnership (Minute No. S79) – 6 monthly reports to the Board with the sports agenda meshing more closely with the health agenda, including funding streams

-          Joint Strategic Needs Assessment Consultation (Minute No. S81) – additional issues had been referred for inclusion within the document which was available on the website

-          Peer Review (Minute No. S85) – the offer of a Peer Review had been taken up and may involve members of the Select Commission

-          National Energy Action Fuel Poverty (Minute No. S86) – a lot of learning had come from the project

-          Better Care Fund (Minute No. S87) – work in progress

-          Novation to Healthwatch (Minute No. S88) – would allow Healthwatch to operate as a social enterprise

-          Mental Health and Learning Disability Services (Minute No. S90) – a pilot was being run in Rotherham with RDaSH and South Yorkshire Police for those with mental health issues involved in the criminal justice system to ensure they were in the correct placement

Consideration was given to the minutes of the meetings of the Health and Wellbeing Board held on (i) 27th November, 2013 and (ii) 18th December, 2013.

 

The Select Commission referred to the following items:-

 

-          (Minute S53 and Minute S62) Integration Transformation Fund (Better Care Fund) – the Health Select Commission requested that a report on this matter, detailing the financial resources, the terms of reference and the operational plan be submitted to the next meeting, to be held on 13th March 2014.

 

-          (Minute S54) – the Public Health Outcomes Framework has been approved by the Cabinet at its meeting held on 15th January 2014.

 

-          (Minute S55) Flu Vaccination Programme – Members noted that no new national guidance had yet been issued.

 

-          (Minute S60) Communications – Members requested details of the bids for funding considered and approved by the Urgent Care Board.

 

-          (Minute S61) Joint Strategic Needs Assessment – Refresh – the consultation process on the draft, revised document has begun and there will be a seminar for all Members of the Council, scheduled to take place on Tuesday 18th February, 2014.

Minutes:

Consideration was given to the minutes of the meeting of the Health and Wellbeing Board held on 16th October, 2013.

 

The Select Commission noted that:-

 

: (Minute S44) - the Joint Strategic Needs Assessment continues to be a priority for consideration  by the Health and Wellbeing Board. New information is being suggested for inclusion, for example, the impact of domestic abuse, as a recommendation from the recent scrutiny review.

 

: (Minute S45) – the Health and Wellbeing Board had not yet expressed a definitive view concerning the presence of fast-food outlets near schools and within deprived areas – officers within the Planning Service and the Public Health Service are developing a policy on this matter for consideration by Elected Members.

With regard to Minute No. S30 (Locally Determined Priority), it was reported that re-commissioning work was taking place on Tobacco Control and Obesity.

 

With regard to Minute No. S31 (CCG Annual Commissioning Plan), it was queried whether it was known how much Rotherham was likely to receive from the recent Government announced Integrated Health and Social Care Fund and what it would be used for.

With regard to Minute No. S18 (Performance Management Framework) there seemed to be some confusion over the age range for NEETS of being 12-14 and it was suggested that this be clarified.

 

Reference as also made to Minute No. 24 (Health Select Work Programme) and the clarity that was required to ensure all relevant parties were kept up-to-date with report outcomes.

Minutes:

Consideration was given to the minutes of the meeting of the Health and Wellbeing Board held on 12th June 2013.

 

The Cabinet Member for Health and Wellbeing explained the way in which the Health and Wellbeing Board considers and responds to scrutiny reviews about public health issues.

 

Reference was made to:-

 

 item S11 (Domestic Abuse Injuries – Legal Aid) and patients’ entitlement to letters confirming that their injuries were consistent with abuse. Members asked that further information be obtained from the Rotherham Foundation Trust about this issue.

 

(ii) the Commissioning Support Unit merger of services in South Yorkshire and West Yorkshire. Members also requested further information about the implications of this merger for services in the Rotherham Borough area.

-        Verbal update from meeting held on 10th April, 2013

Minutes:

Consideration was given to the minutes of the meeting of the Health and Wellbeing Board held on 27th February and a verbal update on the meeting held on 10th April, 2013.

 

The Cabinet Member for Health and Wellbeing highlighted:-

 

-          Progress of the workstreams

-          Community Alcohol Partnerships

-          Police and Crime Commissioner

-          NEETS

-          Refresh of the Joint Strategic Needs Assessment

-          Health and Wellbeing Conference

 

The following issues were raised by members of the Health Select Commission:-

 

-          Smoking was 1 of the 6 Priority Themes and had set quite ambitious targets to reduce the number of people smoking in Rotherham.  The South Yorkshire Pensions Authority invested money in British American Tobacco which meant that Council employees’ contributions were being invested in tobacco ironically when the Authority had  taken over responsibility for Public Health.  Was this an issue for the Health and Wellbeing Board and may be start a conversation with neighbouring authorities?

Councillor Goulty, representative on the South Yorkshire Pension Authority, stated that this had been discussed in great detail at the last Pensions meeting due to the new Legislation.  For years the SYPA had had a successful investment and ethical policy but it was charged with the duty of getting the best for its membership.  A number of councillors and councils had taken it on board in light of the new Legislation so it may be, even though there was a duty to get the best returns, they may be now be able to argue the ethical argument which outweighed the financial

 

-          The target for the number of quitters would be hard to achieve.  The biggest issue was that of youth smoking and the prevalence of “bad” cigarettes in Rotherham.  A lot of work was taking place particularly with the Tobacco Alliance

 

-          Overarching Information Sharing Protocol – its importance was stressed particularly with regard to issues of child sexual exploitation and domestic violence

 

-          The national charity, Schools Food Trust, worked in schools and colleges on healthy eating.  It was suggested that the Health and Wellbeing Board should look at forming links with the Trust and the Obesity Scrutiny Review Group

 

-          3,000 children in Rotherham who were entitled to free school meals did not take them up.  With the impact of the Welfare Reform it was important to continually highlight their availability.  It was suggested that the Governors Section request that schools remind parents on a termly basis how to apply for a free school meal

Meeting: 07/03/2013 - Health Select Commission (Item 62)

Health and Wellbeing Board

-        Verbal update from meeting held on 27th February, 2013

Minutes:

It was noted that the minutes of this meeting would be submitted to the next meeting.

 

Councillor Hoddinott asked why Community Alcohol Partnerships had been commenced in Deprived Communities when most of the evidence suggested that it was those in employment that had issues with alcohol.  Had the Board taken the evidence into account?

 

Dr. John Radford reported that 1 of the aims of the Partnerships was to reduce the supply of alcohol particularly to children under the age of 18 and hopefully see less violent behaviour in that cohort, less street drinking and also reduce street drinking in the older age groups where it was clear that abuse was taking place.  He agreed that the evidence base suggested that there was a significant hidden problem that Partnerships would not address.
