Agenda Items:-

-          Reported that the Commissioners had appointed Professor Tony Crook CBE to be the independent (non voting) chair of the Group. The role of the chair was explained and noted.

-          Presentation and discussion on the changing role of councils and councillors by Sir Stephen Houghton, CBE

-          Report back on the results of the Elected Members Survey

-          Role of the Councillor referring to the Member and Officer Protocol and the New Member’s Guidance issued by the Local Government Association

Agreed at the meeting:-

That when considering the governance model for Rotherham cognisance should be taken of what a prospective Councillor might need to do, the range of different bodies they may have to sit on and the timing of meetings so as not to prevent anyone standing for election and, if elected, attending.

That arrangements be made to visit authorities that operated a Committee system, an Elected Mayor and a Strong Leader/Cabinet and Scrutiny model of governance during the month of September, 2015.
