34.

Enforcement Activity - December 2011 and January 2012

Minutes:

The Licensing Board was informed of the increased enforcement activity taking place during December 2011 and in the Christmas/New Year period. This activity had centred upon (i) the condition of hackney carriages and private hire vehicles and (ii) alleged illegal plying for hire.

 

Vehicles had been chosen for checking at random and, although some faults had been discovered, the vast majority of vehicles had been quickly repaired and the vehicles returned to the road. There was a measure of concern about the relatively low percentage of vehicles which passed the vehicle test at the first attempt.

 

The enforcement activity would continue into January 2012.

 

Resolved:- That the details of this enforcement activity be noted.

Exclusion of the Press and Public

The following item is likely to be considered in the absence of the Press and Public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime)

 

Minutes:

Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in the Police Act 1997 and in Paragraphs 3 and 7 of Part I of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime).

38.

HACKNEY CARRIAGE/PRIVATE HIRE DRIVER'S LICENCES - APPLICATIONS

Minutes:

The Board considered reports by the Director of Housing and Neighbourhood Services relating to applications for the grant of hackney carriage/private hire drivers’ licences from Messrs.  B.A.H., A.A.A.M., N.K.Y., R.B., S.A.K. and A.M.G.

 

Messrs.  B.A.H., A.A.A.M., N.K.Y., R.B., S.A.K. and A.M.G. attended the meeting and were interviewed by the Board.

 

Resolved:- (1)  That, further to Minute No. 32(1) of the meeting of the Licensing Board held on 16th November, 2011, the application in relation to Mr. B.A.H. be refused.

 

(2) That Messrs. R.B. and A.M.G. be granted a licence for twelve months.

 

(3) That Messrs. A.A.A.M. and N.K.Y. be granted licences for twelve months and issued with stern warnings as to their future conduct.

 

(4)  That the application by Mr. S.A.K. be refused.
