Minutes:

The minutes of the previous meeting of the Licensing Board, held on 12th September, 2012, were considered.

 

Resolved:- That the minutes of the previous meeting be agreed as a correct record.

21.

Proprietor's Request for Individual Exemption to Licensed Vehicle Conditions - Display of Plate/Licence Signage - ASAP Executive Travel pdf icon PDF 70 KB

 

  • Senior Licensing Officer to report.

Minutes:

Consideration was given to a report presented by the Senior Licensing Officer concerning a request from the owner of the Operating Company “ASAP Executive Travel” private hire for permission not to display (at certain time specified in the request) the required Licence identification plate and signage on the Company’s licensed vehicles, as required by Section 75(3) of the Local Government (Miscellaneous Provisions) Act 1976. Permission not to display such signs would constitute an exemption to conditions 3 and 5(2)(a) of the private hire vehicle conditions of licence.

 

Resolved:- That permission be refused.

Proprietor's Request for Individual Exemption to Licensed Vehicle Conditions - Advertisements - HRB Travel pdf icon PDF 326 KB

 

  • Senior Licensing Officer to report.

Minutes:

Consideration was given to a report presented by the Senior Licensing Officer concerning a request from the owner of the Operating Company “HRB Travel” for permission to display an advertisement in the form of the Company name and telephone number and some wording on journey information on both side door panels, on the boot and on the bonnet of the Company’s vehicle. Permission to display such advertisements would constitute an exemption to condition 6 of the private hire vehicle conditions of licence.

 

The owner of the Company, Mr. M. Burns, attended the meeting and explained the reasons for making this application.

 

Resolved:- That permission be granted for the advertisements to be displayed on the Company’s vehicle.

23.

Exclusion of the Press and Public

 

The following items are likely to be considered in the absence of the Press and Public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime).

Resolved:- That the following items be considered in the absence of the press and the public as being exempt under the provisions of the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and the prevention of crime).

Determination of Licensing Issues - House to House Collections

 

  • Senior Licensing Officer to report.  

Minutes:

Consideration was given to a report submitted by the Senior Licensing Officer concerning the following application for the grant of a licence to carry out house to house collections:-

Members expressed concerns about the lack of detail in the financial information submitted with the application.

 

Resolved: - That the application, as now submitted, be refused.

25.

Applications for the Grant/Renewal/Review of Hackney Carriage/Private Hire Drivers' Licences

Minutes:

The Licensing Board considered a report presented by the Senior Licensing Officer relating to applications for the grant, renewal and review of hackney carriage / private hire drivers’ licences in respect of Messrs. I.A., M.O., P.A.N. and B.A.A.S.

 

Messrs. I.A., M.O., P.A.N. and B.A.A.S. all attended the meeting and were interviewed by the Board.

 

In respect of the licence of Mr. I.A., the applicant attended the meeting accompanied by his representative. The duration of Mr. I.A.’s hackney carriage/private hire driver’s licence was clarified (Minute No. Q48(3) of the meeting of the Licensing Board held on 15th February, 2012 refers). Additionally, community protection unit staff and parking services staff attended the meeting for discussion of this matter.

 

Resolved:- (1) That the hackney carriage/private hire driver’s licence in respect of Mr. I.A. be suspended for one month and he be issued with a written warning as to his future conduct.

 

(2) That Messrs. M.O. and P.A.N. be issued with written warnings as to their future conduct.

 

(3) That the driver’s licence in respect of Mr. B.A.A.S. be renewed for twelve months and the period of the renewed licence shall begin on 1st November, 2012.
