Minutes:

The minutes of the previous meeting of the Licensing Board, held on 14th November, 2012, were considered.

 

Resolved:- That the minutes of the previous meeting be agreed as a correct record.

Proprietor's request for individual exemption to Licensed Vehicle Conditions - advertisements pdf icon PDF 166 KB

 

  • Senior Licensing Officer, Licensing Service, Neighbourhood and Adult Services, to report. 

Minutes:

Consideration was given to a report presented by the Senior Licensing Officer concerning a request from the owner of the Operating Company “MG Travel” private hire for permission to display an advertisement in the form of the Company name and telephone number and some wording on journey information on both side door panels and on the rear (boot) windows of the Company’s vehicle. Permission to display such advertisements would constitute an exemption to condition 6 of the private hire vehicle conditions of licence.

 

Resolved:- That permission be granted for the advertisements to be displayed on the Company’s vehicle.

Update on amendment to Vehicle Licensing Conditions to allow use of approved brackets pdf icon PDF 30 KB

 

  • Licensing Manager, Licensing Service, Neighbourhood and Adult Services, to report. 

Minutes:

Further to Minute No. 16 of the meeting of the Licensing Board held on 12th August, 2009, consideration was given to a report presented by the Senior Licensing Officer concerning the decision to amend the vehicle licensing conditions and to allow the use of brackets for the attachment of plates to licensed vehicles for a trial period. Members noted that the use of the brackets had contributed to improved vehicle security and was considered to be a success.

 

Resolved:- (1) That the report be received and its contents noted.

 

(2) That the amendment to the vehicle licensing conditions and the use of the brackets for the attachment of plates to licensed vehicles be approved as a permanent arrangement.

37.

Exclusion of the Press and Public

 

The following items are likely to be considered in the absence of the Press and Public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime).

Resolved:- That the following items be considered in the absence of the press and the public as being exempt under the provisions of the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and the prevention of crime).

38.

Determination of Licensing issues - house to house collections

Consideration was given to a report submitted by the Senior Licensing Officer concerning the following applications for the grant of a licence to carry out house to house collections:-

Resolved: - That the three applications, as now submitted, be refused.

39.

Applications for the grant / renewal / review of Hackney Carriage / Private Hire Drivers' Licences

 

  • Licensing Manager, Licensing Service, Neighbourhood and Adult Services, to report.  

Minutes:

The Licensing Board considered a report presented by the Senior Licensing Officer relating to applications for the grant and renewal of hackney carriage / private hire drivers’ licences in respect of Messrs. M.E.A., M.H.S., M.S., S.S., M.A.T. and K.S.Q.

 

Messrs. M.E.A., M.H.S., M.S., S.S., M.A.T. and K.S.Q. all attended the meeting and were interviewed by the Board.

 

Resolved:- (1) That the application for the renewal of a driver’s licence in respect of Mr. M.E.A. be approved and he be issued with a written warning as to his future conduct.

 

(2) That, further to Minute No. 52 of the meeting of the Licensing Board held on 16th March, 2011, a driver’s licence be granted in respect of Mr. M.H.S. for three years.

 

(3) That the applications for the grant of drivers’ licences in respect of Messrs. M.S., S.S., M.A.T. and K.S.Q. be refused.
