CAUTIONS

Minutes:

The Chairman welcomed P.C. Dave Thompson who clarified the position regarding the status of police cautions and the process for the issuing of such and answered questions from the Board. Dave was thanked for his informative presentation.

29.

Exclusion of the Press and Public.

The following item is likely to be considered in the absence of the Press and Public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime)

 

Minutes:

Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in the Police Act 1997 and Paragraphs 3 and 7 of Part I of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime).

30.

Hackney Carriage/Private Hire Drivers' Licences

Minutes:

The Board considered reports by the Director of Housing and Neighbourhood Services relating to the hackney carriage/private hire drivers’ licences held by Messrs. S.S., A.K., A.H., U.K.M., T.S.S., Sh.S., M.S. and S.M.

 

Messrs. S.S., A.K., A.H., T.S.S., Sh.S., M.S. and S.M. attended the meeting and were interviewed by the Board.

 

Resolved:- (1) That Messrs. S.S., A.H. and T.S.S. be warned as to their future conduct.

 

(2) That the licence held by Mr. Sh.S. be revoked.

 

(3) That the licences held by Messrs. A.K. and M.S. continue to be suspended pending the outcome of Court proceedings then further consideration by the Board.

 

(4) That the immediate suspension of the licence held by Mr. U.K.M. be endorsed, such licence having subsequently expired with no formal application to renew.

 

(5) That the licence held by Mr. S.M. continue to be suspended pending the outcome of any police investigations/legal proceedings then further consideration by the Board.

 

(6) That, arising from the consideration of licences that had been suspended with immediate effect, consideration be given to such cases being dealt with by a small Sub-Committee and a further report on the matter be submitted to a future meeting of the Board.

(Councillor Doyle declared a prejudicial interest in the matter above relating to Mr. S.M., having prior knowledge of the circumstances, and left the room during consideration of the item)

31.

Hackney Carriage/Private Hire Drivers' Licences - Applications

Minutes:

The Board considered reports by the Director of Housing and Neighbourhood Services relating to applications for the grant of hackney carriage/private hire drivers’ licences from Messrs. J.S., S.A. and A.J.B.

 

Messrs. S.A. and A.J.B. attended the meeting and were interviewed by the Board.

 

Resolved:- (1) That consideration of the application from Mr. J.S. be deferred until the next meeting.

 

(2) That Messrs. S.A. and A.J.B. be granted licences for a period of twelve months subject to the satisfactory completion of the Driving Standards Agency test and medical.
