Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in those paragraphs indicated below of Part 1 of Schedule 12A to the Local Government Act 1972.

Single Regeneration Budget IV, New York Riverside, Project 3.5 - Industrial and Business Area Improvements

Project Officer to report.

-                  to consider the extension of the administrative deadline and to increase the budget limit.

(Exempt under Paragraph 5 of the Act – financial assistance)

Minutes:

Consideration was given to a report presented by the Implementation Team Manager, informing Members of the following decisions of the New York Riverside Management Group held on 5th August, 2005:-

 

-        the extension of the administrative deadline for this project from 30TH September, 2004 to 31st December, 2004.

-        the increase in the budget limit due to underspend on other projects

 

In accordance with the original SRB IV Agreement Members were asked to consider giving approval to advising existing and prospective applicants about the extended deadline and increased budget.

 

Details of the current financial profile for Project 3.5 were reported.

 

Resolved:-  (1)  That the revised administrative deadline and increased budget for Project 3.5 be noted.

 

(2)  That existing and prospective applicants for Single Regeneration Budget grant aid from this project be advised of these amendments.

 

(3)  That the current financial profile of Project 3.5 be noted.

Single Regeneration Budget IV, New York Riverside, Project 3.5 - Proposed Restoration of the Walker Mausoleum, Chapel Walk, Rotherham

-                  to advise Members of the cancellation of this particular scheme.

Minutes:

Further to Minute No. 391 of the meeting of the Cabinet Member and Advisors for Economic and Development Services held on 17th May, 2004, consideration was given to a report presented by the Implementation Team Manager, relating to the current situation in respect of the proposal to restore the Walker Mausoleum, which was a Grade 2 Listed Building.

 

It was reported that legal issues had arisen and, although the Council’s position was defensible, the length of the legal process involved would mean that it would not be possible to progress this project within the funding timescale i.e. 31st December, 2004. 

 

Members were therefore asked to consider cancelling the grant aid previously approved for this scheme and it was suggested that part of the underspend arising from this cancellation be allocated to other reserve schemes (referred to at Minutes Nos.  55, 56 and 57 set out below).

 

Resolved:-  (1)  That the cancellation of this scheme be agreed.

 

(2)  That the current financial profile of Project 3.5 be noted.

Single Regeneration Budget IV, New York Riverside, Project 3.5 - Proposed Boundary Fence and Entrance Gates, Rowtech Professional Security, Kimberworth Road, Rotherham

Project Officer to report.

-                  to seek approval for grant expenditure.

(Exempt under Paragraph 5 of the Act – financial assistance)

Minutes:

Consideration was given to a report, presented by the Implementation Team Manager relating to an application for grant aid received from Rowtech Professional Security for the construction of a 1.80m high, paladin style boundary fence and matching entrance gates to the main frontage of the property.

 

It was reported that the application accorded with the criteria for this scheme and three quotations for the proposed works had been obtained.  These had been checked for value for money and Financial Services had confirmed the immediate financial viability of the company and its ability to match fund the grant aid.  The proposed works would enhance the appearance and security of this property.

 

It was reported that the proposal was eligible for 75% grant aid and details of the proposed grant allocation were set out in the report.

 

Details of the overall expenditure out of Project 3.5, after this allocation, were reported.

 

Resolved:-  (1)  That Single Regeneration Budget grant aid be offered to the applicant as indicated on the proposed offer of grant aid (as appended to the report now submitted).

 

(2)  That Single Regeneration Budget grant aid be awarded following the satisfactory completion of works and the submission of a receipted invoice by the applicant.

 

(3)  That the current financial profile of Project 3.5 be noted.

Single Regeneration Budget IV, New York Riverside, Project 3.5 - Proposed Brick Boundary Wall and Fencing at Ferham Tyres, Ferham Road, Rotherham

-        to seek approval for grant expenditure.

(Exempt under Paragraph 5 of the Act – financial assistance)

 

Minutes:

Consideration was given to a report, presented by the Implementation Team Manager, relating to an application for grant aid received from Ferham Tyres to erect a high quality brick pillar and rail infill boundary fence to the main frontage of the premises.

 

It was reported that the application accorded with the criteria for this scheme and three quotations for the proposed works had been obtained.  These had been checked for value for money and Financial Services had confirmed the immediate financial viability of the company and its ability to match fund the grant aid.  The proposed works would enhance the appearance and security of this property.

 

It was reported that the proposal was eligible for 75% grant aid and details of the proposed grant allocation were set out in the report.

 

Details of the overall expenditure out of Project 3.5, after this allocation, were reported.

 

Members considered and referred to the need to amend the Offer of Grant Assistance appended to the report submitted.

 

Resolved:-  (1)  That Single Regeneration Budget grant aid be offered to the applicant as indicated on the proposed offer of grant aid (as amended).

 

(2)  That Single Regeneration Budget grant aid be awarded following the satisfactory completion of works and the submission of a receipted invoice by the applicant.

 

(3)  That the current financial profile of Project 3.5 be noted.

-                  to see approval for grant expenditure.

(Exempt under Paragraph 5 of the Act – financial assistance)

Minutes:

Consideration was given to a report, presented by the Implementation Team Manager, relating to an application for grant aid received from Acorn Industrial Services Ltd, for the construction of new boundary walls and entrance gates to the property.

 

It was reported that the application accorded with the criteria for this scheme and three quotations for the proposed works had been obtained.  These had been checked for value for money and Financial Services had confirmed the immediate financial viability of the company and its ability to match fund the grant aid.  The proposed works would enhance the appearance and security of this property.

 

It was reported that the proposal was eligible for 75% grant aid and details of the proposed grant allocation were set out in the report.

 

Details of the overall expenditure out of Project 3.5, after this allocation, were reported.  It was also pointed out that there were two other reserve schemes for this Project, details of which would be reported to a future meeting.

 

Resolved:-  (1)  That Single Regeneration Budget grant aid be offered to the applicant as indicated on the proposed offer of grant aid (appended to the report now submitted).

 

(2)  That Single Regeneration Budget grant aid be awarded following the satisfactory completion of works and the submission of a receipted invoice by the applicant.
