Resolved:-  That the minutes of the meeting of the Council held on 11th September, 2013, be approved for signature by the Mayor.

Communications

Minutes:

(1)  The Chief Executive submitted the following petitions which had been referred to the appropriate Directorate for consideration:-

 

·                Containing 163 signatures from residents and Members of the Trueman Green Residents Group to save their green space and say no to a proposed play area on Trueman Green Field.

 

·                Containing 366 signatures asking the Council to introduce specialist educational provision for children with high functioning Autism and Asperger Syndrome.

 

·                Containing 45 signatures from residents of Shaftsbury House regarding the implementation of a proposed parking scheme.

 

·                Containing 26 signatures from local residents to Dalton Listerdale Junior and Infant School regarding the proposed expansion of the School.

 

(2)  The Chief Executive submitted apologies for absence from Councillors Ali, Astbury, Beaumont, Falvey, Gilding, Godfrey, Jepson, Mannion, Robinson, A. Russell, Sims, Tweed and Vines.

Questions from the Public

Minutes:

A member of the public asked, with Mr Kevin Barron MP for Rotherham advocating on the Andrew Neil’s Sunday Politics show that Council meetings should be televised for public interest and scrutiny, will this Council Chamber again explain to me why it refuses even to have theirs “tape recorded” for verification of minutes?”

 

The Leader replied that the Council’s Standing Orders provided that Council meetings may be recorded, if authorised by a majority vote of the meeting.

 

There is no legal obligation upon the Council to either televise or tape-record its meetings.

 

The Council is currently considering its response to new guidance issued by the Department for Communities and Local Government with regard to the filming of Cabinet meetings.

 

The new Policy will ensure the Council acts in both a lawful and transparent way with regard to the broadcasting of its meetings.

 

The member of the public welcomed that consideration was being given to a broadcasting Policy.

Scrutiny Update

Minutes:

Councillor Whelbourn, Chairman of the Overview and Scrutiny Management Board, welcomed the opportunity to give an update on activity and introduced Councillor Steele, Chairman of the Health Select Commission, to give a short overview of the work programme progress the Select Commission had carried out during the last year:-

 

-          Continuing Health Care

-          Autism

-          Child Obesity

-          Urgent Care Centre

-          Hospital Discharges

-          Residential Care

 

The Select Commission was about to start work on a Review of Carers and how they accessed support and Access to GPs.  Links had also been made with Healthwatch Rotherham.

 

Resolved:-  That the update on the work of Health Select Commission be noted.
