Minutes:

The Mayor paid tribute to the 70th Anniversary of D Day and the Battle of Normandy.

2.

Election of Chairman

Minutes:

Resolved:- That Councillor Barry Dodson be elected Chairman of the Rotherham Borough Council for the ensuing Municipal Year and that he be entitled to the style of Mayor by virtue of Section 245(1) of the Local Government Act 1972.

Councillor Dodson thereupon made and subscribed the statutory declaration of acceptance of office.

3.

Vote of thanks to the retiring Mayor

Minutes:

Resolved:- That  the Council  tender its  sincere  thanks to  Councillor John Foden for the  excellent manner in  which he has  carried out  all his duties as Mayor of the Metropolitan Borough of Rotherham. 

 

And that the best thanks of this Council be recorded for the kind and admirable way in which Mrs. Kath Foden performed the duties of Mayoress.

Election of Vice-Chairman

Minutes:

Resolved:- That Councillor Maggi Clark be elected Vice-Chairman of the Rotherham Borough Council for the ensuing Municipal Year and that she be entitled to the style of Deputy Mayor by virtue of section 245(1) of the Local Government Act 1972.

Minute's Silence

Minutes:

The Mayor referred to the recent death of the former Democratic Services Manager, Lewis South.  A minute’s silence was held as a mark of respect.

Communications

Minutes:

(1)  The Chief Executive submitted the following petitions which had been referred to the appropriate Directorates for consideration:-

 

·                Containing 1,123 signatures from Rawmarsh Children’s Centre Petition supporting the campaign against the closure of Rawmarsh Children’s Centre. 

·                Containing 172 signatures to save the Arnold Centre as it was believed this is centre of excellence and strongly urge the Council NOT to close the centre. 

·                Containing 27 signatures from Thrybergh/Dalton Children’s Centre supporting the request to keep Thrybergh/Dalton Children’s Centre open and the current staff working within it safe.

·                Containing 32 signatures calling on Rotherham Borough Council to prohibit the culling of badgers on Council-owned land and invest in vaccination programmes locally.

·                Containing 54 letters of representation relating to the amalgamation of Thorpe Hesley Infant and Junior Schools.

     

(2) The Chief Executive submitted apologies for absence from Councillors Ellis, J. Hamilton, N. Hamilton and Whelbourn.

The Director of Legal and Democratic Services submitted details of the new membership arrangements in respect of Overview and Scrutiny Select Commissions and the membership allocations to committees, boards and appointments to outside bodies for the forthcoming year.

 

Resolved:-  (1)  That the membership number for each of the Overview and Scrutiny Select Commissions to twelve members be approved.

Minutes:

Consideration was given to the revised Constitution, including the Scheme of Delegation of Powers to Members and Officers and Standing Orders, which had been updated to include some minor changes as referred to in the report. 

 

Changes to the Scheme as regards executive functions may be made by the Leader and these would be reported to all Members

 

Resolved:- That the revised Constitution, Scheme of Delegation of Powers for Members and Officers and Standing Orders for 2014/15 be approved.
