Councillor Paddy Burke

Minutes:

The Mayor referred to the untimely death of Councillor Paddy Burke.

 

Paddy was Deputy Mayor 2006/2007 and had been nominated to be Mayor of Rotherham in 2007/2008.

 

Paddy had been a member of the Council since 1994 and was currently Chairman of the Wentworth South Area Assembly.

 

Members of the Council stood in silence as a token of respect to this fine Gentleman.

2.

Election of Chairman

Minutes:

Resolved:- That Councillor Allan George Jackson be  elected Chairman of the Rotherham Borough  Council for the ensuing  Municipal Year and that he be  entitled to  the  style  of  Mayor  by  virtue  of Section 245(1)  of  the  Local  Government Act 1972.

 

 Mover: Councillor Littleboy                            Seconder: Councillor F. Wright

 

Councillor Jackson thereupon made and subscribed the statutory declaration of acceptance of office.

3.

Vote of thanks to the Retiring Mayor

Minutes:

Resolved:- That  the Council  tender its  sincere  thanks to  Councillor Peter Wootton for the  excellent manner in  which he has  carried out  all his duties as Mayor of the Metropolitan Borough of Rotherham. 

 

And that the best thanks of this Council be recorded for the kind and admirable way in which Jean Wootton performed the duties of Mayoress.

4.

Election of Vice-Chairman

Minutes:

Resolved:- That  Councillor Gwendoline Ann Russell be  elected Vice-Chairman  of the Rotherham   Borough Council for  the ensuing municipal year  and that  she  be entitled to  the style  of Deputy Mayor  by virtue  of section  245(1) of the Local Government Act 1972.

Council Minutes

Minutes:

Resolved:- That the minutes of the meeting of the Council held on 25th April, 2007 be approved for signature by the Mayor, subject to Minute No. A84(1A) being amended to read “Councillor Cutts, at the request of the Mayor, agreed not to put his question and accepted that Councillor Ellis would forward a copy of the response to him in writing”.

The Democratic Services Manager submitted a report relating to the above. The Council’s Constitution includes at Appendix 10 the Council’s Scheme of Delegation of Powers to Members and Officers.

 

It is proposed to update this Appendix to reflect recent changes to Member and Officer structures.

 

Copies of the revised document are available at the Town Hall reception and on the Intranet/Internet as part of the agenda for this meeting.

 

It is also proposed to undertake a more detailed review of delegated powers as part of the “Our Future” initiative.

 

Resolved:- (1) That the Delegation of Powers Scheme for 2007/08 be approved.

 

(2) That the Scheme be reviewed as part of the “Our Future” initiative.
