Minute's Silence - Fred Edwards

Minutes:

The Mayor referred to the recent death of Fred Edwards, Mayor’s Chauffeur.

 

Members of the Council stood in silence for a minute as a token of their respect.

2.

Election of Chairman

Minutes:

Resolved:- That Councillor Shaun Wright be elected Chairman of the Rotherham Borough  Council for the ensuing  Municipal Year and that he be  entitled to  the  style  of  Mayor  by  virtue  of Section 245(1)  of  the  Local  Government Act 1972.

Councillor Wright thereupon made and subscribed the statutory declaration of acceptance of office.

3.

Vote of thanks to the retiring Mayor

Minutes:

Resolved:- That  the Council  tender its  sincere  thanks to  Councillor Rose Margaret McNeely for the  excellent manner in  which she has  carried out  all her duties as Mayor of the Metropolitan Borough of Rotherham. 

 

And that the best thanks of this Council be recorded for the kind and admirable way in which Vince McNeely performed the duties of Mayor’s Consort and to Avril Brasher for her exceptional support during the year.

Election of Vice-Chairman

Minutes:

Resolved:- That  Councillor Dave Pickering be  elected Vice-Chairman  of the Rotherham   Borough Council for  the ensuing Municipal Year  and that  he  be entitled to  the style  of Deputy Mayor  by virtue  of section  245(1) of the Local Government Act 1972.

Minutes:

Resolved:- That the minutes of the meeting of the Council held on 20th April, 2011 be approved for signature by the Mayor.

Communications

Minutes:

(1) The Chief Executive submitted the following petitions which had been referred to the appropriate Directorate for consideration:-

 

·              From one hundred and seventy three residents of Rotherham regarding the planned traffic scheme in the Queensway area of Rotherham.

·              From thirty one residents of Parkgate, Rotherham requesting removal of a resident from his present address.

·              From ten residents of Greno Road, Swinton seeking a reduction in the noise from the adjacent children’s nursery.

 

(2) The Chief Executive submitted apologies for absence from Councillors Donaldson, Gosling, Hodgkiss and Roddison.

Resolved:- That Councillor Roger Stone be elected as Leader of Rotherham Borough  Council.

Consideration was given to the revised Scheme of Delegation of Powers to Members and Officers, which had been updated to include some minor changes as referred to in the report.  Any changes that may be made by the Leader in future as regards executive functions would be reported to all Members.

Minutes:

The Leader referred to this being the last Council Meeting of Mr. Tim Mumford, Assistant Chief Executive (Legal and Democratic Services) and thanked him, on behalf of the Council, for the outstanding service he had provided and the work he had undertaken during the period of his employment.

 

He was wished a long and happy retirement.
