Election of Chairman

Minutes:

Resolved:- That Councillor Dave Pickering be elected Chairman of the Rotherham Borough Council for the ensuing Municipal Year and that he be entitled to the style of Mayor by virtue of Section 245(1) of the Local Government Act 1972.

 

Mover:- Councillor Lakin                                 Seconder:- Councillor Dodson

 

Councillor Pickering thereupon made and subscribed the statutory declaration of acceptance of office.

2.

Vote of thanks to the retiring Mayor

Minutes:

Resolved:- That  the Council  tender its  sincere  thanks to  Councillor Shaun Wright for the  excellent manner in  which he has  carried out  all his duties as Mayor of the Metropolitan Borough of Rotherham. 

 

And that the best thanks of this Council be recorded for the kind and admirable way in which Lisa Wright performed the duties of Mayoress.

Election of Vice-Chairman

Minutes:

Resolved:- That Councillor John Foden be elected Vice-Chairman of the Rotherham Borough Council for the ensuing Municipal Year and that he be entitled to the style of Deputy Mayor by virtue of section 245(1) of the Local Government Act 1972.

4.

Vote of Thanks - Mr. Lewis South

Minutes:

The Leader paid tribute to Mr. Lewis South, former Democratic Services Manager, and thanked him, on behalf of the Council, for the outstanding service he had provided and the work he had undertaken during the forty-six years period of his employment.

 

Lewis was wished a long and happy retirement.

Vote of Thanks - Lieutenant Commander Allen Dixon

Minutes:

The Leader paid tribute to Lieutenant Commander Allen Dixon, and thanked him, on behalf of the Council, on his involvement in the Town’s Mayors’ Parades, which he was now retiring from, and wished him all the best for the future.

Council Minutes

Minutes:

Resolved:- That the minutes of the meeting of the Council held on 18th April, 2012 be approved for signature by the Mayor.

7.

Communications

Minutes:

(1)  The Mayor officially registered this Council’s congratulations to her Majesty the Queen on her Jubilee year and a letter of congratulations would be sent and signed by the Mayor.

 

(2)  The Chief Executive submitted the following petition which had been referred to the appropriate Directorate for consideration:-

 

·              From twenty-three residents requesting that cardboard be allowed back in the green bin or that the black bin be collected weekly.

 

(3) The Chief Executive submitted apologies for absence from Councillors Astbury, Barron, Donaldson, Middleton and Read.

Resolved:-  That the reports and minutes of the meeting of the Standards Committee (Section B) (pages 23B to 29B) be adopted.

Minutes:

Resolved:-  That the reports and minutes of the meeting of the Cabinet (Section C) (pages 133C to 141C) be adopted, subject to an amendment to Minute C194(1) that the Leader of the Opposition be included as a consultee, when the Monitoring Officer is considering revisions to the current Code of Conduct .

Minutes:

Consideration was given to the revised Constitution, including the Scheme of Delegation of Powers to Members and Officers and Standing Orders, which had been updated to include some minor changes as referred to in the report.  Any changes that may be made by the Leader in future as regards executive functions would be reported to all Members.

 

Resolved:- That the revised Constitution, Scheme of Delegation of Powers for Members and Officers and Standing Orders for 2012/13 be approved.
