Housing, Care and Support Services for Older People - Preparing for the Future

Minutes:

Shona McFarlane, Director of Health and Wellbeing and Kirsty Everson, Director of Independent Living gave a powerpoint presentation on housing, care and support services for older people, preparing for the future.

 

The presentation drew specific attention to:

 

  • Demographic Challenge – JSNA and National trend analysis
  • Services as they are today
  • Challenges today
  • Issues arising from the current model of provision
  • Services in the future
  • Role for RMBC’s services
  • How do we manage the issues we face today, whilst preparing for the future
    • Short – medium term solutions
    • Longer term solutions
  • Next steps

 

Discussion and a question/answer session ensued and the following issues were raised:

 

  • Who would undertake the assessment process and whether health official should be involved
  • Whether this would encourage an increase in demand for services
  • How ideas were being linked with the PCT
  • How funding would be split – it was necessary to ensure that all funding did not only fall to adult social care
  • Sheltered housing and the need to assess properties for their suitability to be classed as sheltered housing
  • Concerns about service users being made to take the services of Rothercare as part of their offer of accommodation
  • Offering the services of Rothercare to people in privately owned homes
  • Whether there was a policy on single people living in 3 bedroomed properties

 

The next steps were to aim to have a draft vision for accommodation, care and support for older people in Rotherham by September 2008.  This would include the following:

 

  • Options for the future of Rothercare

o       Opt out agreement from Rothercare

o       Financial implications and consequences

o       Marketing/extending access/promoting the service

o       Transitional position if it is anticipated that numbers may drop

o       Legal perspective

  • Future design of properties – build in accessibility at planning stage

 

It was agreed that a formal joint meeting should be arranged in the future to discuss this further.
