Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 4 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (details of matters affecting children and the financial affairs of individuals).

Consideration was given to a report of the Head of Neighbourhood Services concerning the progress of the administration of the applications for various licences in accordance with the provisions of the Licensing Act 2003.

Discussion took place on the arrangements for the Licensing Sub-Committee hearings in the event of the Council receiving applications for the review of a licence.

The Committee also discussed (i) the legal position with regard to children and licensed premises; and (ii) the licensing enforcement strategy which would take effect on 24th November, 2005.

Resolved:- (1) That the report be received and its contents noted.

(2) That this Council, as Licensing Authority, shall adopt the provisions of the Licensing Act 2003 in relation to children on licensed premises and shall dispense with the need to rely on the provisions of the Licensing Act 1964.

(3) That the details of the licensing enforcement arrangements, as shown in the report now submitted, which will take effect on 24th November, 2005, be approved insofar as this Committee is concerned.
